Performance-based codes also created an industry out of the testing business Underwriters Laboratories, based in Chicago, grew from a small facility on Ohio Street to a sprawling campus in the northwest suburbs. Its influence on other city governments, who saw the building boom that Chicago enjoyed after its code’s passage, was profound, and its reliance on performance standards rather than proscriptive details allowed designers to more fully exploit the advances in glass and aluminum technology that emerged from wartime production.
Building codes are rarely acknowledged for their impact on building design, but Chicago’s 1951 code opened up new directions for building cladding, interiors, and servicing.
